The most important objective of this study is to clarify the role played by customary organizations in the development process at the local level in all their socio-cultural , economic and even political dimensions .

The local development process is an ongoing , dynamic and participatory process between the central government , which provides various material and moral assistance for the progress of local communities and to reduce the problems suffered by the citizen , and between the main actor who is the local citizen which is the main focus of the local development process .
