As a consequence of the insecurity caused by gangs in residential neighborhoods due to the inability of the competent authorities to contain them, given that the national legislation in force does not cover all forms of their crimes, which led to the issuance of Order 20/03 related to the prevention and control of neighborhood gangs, which included this The latter is a set of peculiarities that are unique to the crimes of neighborhood gangs.

This research paper questions does the Algerian legislature's modern penal policy on the crimes of neighbourhood gangs have the potential to reduce them? In order to answer this question, the study included a reading of the texts contained in the order related to criminalization and punishment, all with the aim of reaching the extent of the effectiveness of the criminal strategy developed by the legislator to reduce the crimes of neighborhood gangs and prevent their spread.
