This research paper aims to identify the most obstacles that stand or prevent access to the electronic management model within Algerian higher education institutions, as one of the requirements or requirements sought by the modern university, the university with economic and developmental dimensions, the university that represents the center of development, modernization and development within society And ways to face these obstacles and obstacles.

It has become clear to us through this study that these obstacles are different and multiple, between human and material technical obstacles to administrative, organizational and other obstacles and obstacles, and that overcoming these obstacles requires an organized and tight strategy among all the actors within the higher education system.
