Abstract EN

This study aimed to identify the practice level of the departments' managers at Tabuk University.

It mainly focused on the dimensions of servant leadership in the light of the Loeb model according to male and female employees' point of view.

It also revealed the obstacles that limit their practice and presenting a proposed conception for developing the leadership performance of the departments' managers at Tabuk University in the light of the Loeb model of servant leadership.

To achieve these goals, the researcher used the descriptive approach with its survey approach.

The researcher also used the Loeb model of servant leadership as a measure to collect data from the study sample, which consisted of (219) as a simple random sample of male and female employees.

The study reached the most important results, they are as following: the departments' managers are practicing the servant leadership with average overall, (2, 23), And that all dimensions of servant leadership (appreciating others, participating in leadership, building a team, developing individuals, demonstrating originality, providing leadership) are also practiced to a moderate degree, with their arithmetic averages (2, 24, 2.24, 2.23, 2.21, 2, 21, 2, 19) respectively.

Also, the results revealed that there are obstacles that prevent them from practicing servant leadership, they are as following: the lack of possible authorities granted to the departments' directors to carry out their duties and responsibilities, the lack of criteria for selecting department managers based on the competence and merit foundations, and the power overlapping between the departments' managers and the academic leaders supervising them.

Furthermore, the weakness of training programs that departments' managers receive in leadership basics in general and servant leadership in particular.

The study recommended that the Tabuk University and similar Saudi universities adopt the proposed conception for developing the leadership performance of department managers in the light of the Loeb model of servant leadership consisting of objectives, indicators, executive mechanisms, administrative, material and human requirements that might contribute to its implementation, and ways to overcome the obstacles might occur.
