The state’s recognition of the right to work to the citizens means the acknowledgement of the right of every person to have the opportunity to earn his living by doing a job that he freely chooses and accepts.

In light of the economic openness, the labor market has become the most important market which needs regulation and control to ensure that job seekers obtain appropriate job positions and the employers obtain the competencies they want.

To attain such goal, the state has entrusted the overseeing of the employment mission to the public facility for nomination.
