تهدف هذه الدراسة إلى ضبط المصادر الأساسية لتمويل الميزانية العامة بالجزائر و الوقوف على التحديات الرئيسية لاستدامة المالية العمومية، خاصة في ظل الواقع الاقتصادي الحالي الذي يغلب عليه طابع الإغلاق الاقتصادي مع تراجع أسعار المحروقات نتيجة انتشار جائحة كورونا.
اعتمدنا على المنهج الوصفي التحليلي، بغرض وصف متغيرات الدراسة و جمع و تحليل البيانات المتعلقة بكل متغير وصولا إلى النتائج.
و قد توصلنا إلى صعوبة مواصلة الدولة لسياستها الإنفاقية بنفس الوتيرة السابقة في ظل هشاشة الوضعية المالية الحالية مع انكشاف الميزانية و الاقتصاد على أسعار النفط الخام المرتبط أساسا بعوامل خارجية تحكم أسواق النفط العالمية.
بما يتطلب من الحكومة وضع جدول أعمال للإصلاح يتخذ منظورا استباقيا استشرافيا شاملا يعالج مواطن الضعف في الميزانية العامة على نحو موثوق و بوسيلة أكثر كفاءة و فعالية، بهدف تخفيض تكلفة تحصيل الإيرادات و إمكانية توسيع قاعدتها، إضافة إلى تسهيل عملية صرف النفقات في إطار من الشفافية و الانضباط مع تراجع كبير في تكلفة تنفيذ برامج السياسة المالية وصولا إلى الاستدامة المالية.
Abstract EN
This study aims to control the main sources of public budget financing in Algeria and the main challenges to the sustainability of public finances, in particular with regard to the spread of the Corona pandemic.
We relied on the descriptive analytical approach, in order to describe the study variables and to collect and analyze the data.
We had difficulty in getting the State to pursue its spending policy at the same pace given the fragility of the current financial situation with the exposure of the budget and the economy to crude oil prices.
This forces the government to reform the weaknesses of the public budget in a reliable, efficient and effective manner, with the aim of reducing the cost of revenue collection and broadening its base, and facilitating the disbursement of expenditure within a framework of transparency.
