More than a decade ago, specifically in 2009, the government largely attempted to digitize the public administration to make up for lost time in this area, and the "Electronic Algeria 2013" plan was launched to integrate into the information society and the digital economy.

The changes taking place, whether the global crisis that has forced governments to rethink their economies, and innovations in information and communications technology that are following each other at an accelerated pace, pose a challenge to public administration, which must constantly adapt to the way of life and the work of citizens, where a fundamental shift has occurred in Developed countries, where public administration is no longer described as a bureaucracy, a source of concern to the citizenry, and no restraint on economic growth.
