أهمية الانتخاب و ارتباطه المباشر بتعبير الناخبين عن رأيهم، جعلت تشكيل مكاتب التصويت من أهم الإجراءات و أكثرها حساسية خلال العملية الانتخابية، خاصة أن طاقمها هو الساهر على احترام الإجراءات القانونية لسير الانتخاب، و المشرف على عملية فرز الأصوات و الإعلان المبدئي للنتائج، و نظرا للدور الأساسي لأعضاء مكاتب التصويت في تسيير هذه المرحلة و اتصالهم المباشر بصناديق الاقتراع، و لكونهم أكثر الأشخاص قدرة على التأثير على الناخبين و التدخل لتغيير النتائج، فالمشرع حرص على ضبط عملية اختيارهم بدقة، و على توفير الضمانات التي تنتفي معها شبهات الانحياز أو الإخلال بواجب الحياد.
Abstract EN
The importance of the elections and their direct relation with the electors when giving their opinions, which made the constitutions of the electoral offices the most important procedures during the electoral operation, and this mainly because its staff is the main responsible in respecting the juridical procedures for the elections, and the supervisor of the voices despoiling operation and giving the first results.
That’s why the law-maker has giving an importance when choosing these members and gave all the warranties which eliminate all kind of cheating and neutrality
