منذ توليها إدارة النزاع بشأن الصحراء الغربية رسميا سنة 1988، قامت منظمة الأمم المتحدة باقتراح عدة مشاريع تسوية و اتخذت العديد من القرارات و الإجراءات الميدانية، على الرغم من صعوبة و تعقيد النزاع، نظرا لتضارب و جهات نظر الأطراف المعنية، و تعنتها في بعض الأحيان.
إلا أن المنظمة قررت أسلوب الاستفتاء كوسيلة فعالة لتقرير المصير، حيث اعتبرته أهم أسلوب للتعبير الحر عن إرادة الشعوب.
Abstract EN
Since it officially took over the management of the conflict about Western Sahara in 1988, the United Nations has proposed several settlement projects and has taken many decisions and actions, despite the difficulty and complexity of the conflict, given the conflicting views of the concerned parties and their intransigence.
Thus, the organization decided the method of referendum as an effective mean of self-determination, considering it the most important method for the free expression of the will of peoples.

Depuis qu'elle a officiellement pris la gestion du conflit sur le Sahara occidental en 1988, l'ONU a proposé plusieurs projets de règlement et a pris de nombreuses décisions et actions sur le terrain, malgré la difficulté et la complexité du conflit, compte tenu des vues divergentes des parties concernées, et leur intransigeance parfois.
Ainsi, l'organisation a décidé que la méthode du référendum était un moyen efficace d'autodétermination, en le considérant comme la méthode la plus importante pour la libre expression de la volonté du peuple.
