Abstract EN

This study aimed to analyzed the regulations and field reality of Zakat in Indonesia along with the foundation in charge of this which is the National Zakat Authority (Baznas).

This paper examines Baznas structure of authority, its chain of command, the system in which it operates on, its regulations and programs in context of the Sharia Law and Indonesia’s Law.

This paper studies the effectivity of compilation and distribution of Zakat, in addition addressing the problems that occur within the foundation and try find the appropriate solution to these problems.

This study is distinguished by addressing the national zakat index of Indonesia as a tool to evaluate the efficiency and performance of Indonesia’s zakat system at every sector and every scope of territory.

The result of this study including: the existence of deficiencies and wide gaps between the total potential amount of Zakat and the actual amount collected by the Zakat foundation.

This is a consequence of the lack of Zakat awareness within the organization and the Baznas inability to reach its fullest potential due to the lack of monetary and regulatory support from government thus leading to the shortage of its employee’s prosperity and the lack of public confidence in the authority based on the weakness of the human cadres of the institution.

These problems lead to loss of confidence of Indonesian people to the institution.

Accordingly, the people in charge should improve the compilation management and distribution of Zakat including but not limited to: facilitate varieties of payment methods, develop varieties of zakat distribution programs with strategy aimed to reach those who need them most.

In addition, the institution needs to better its administration and information as a tool to assess the efficiency of Indonesian Zakat system in Collection, distribution and reaching the poorest part of society and correction of bad conditions in society
