Algeria, like other countries in the world, has known several severe security crises, especially after the year 1991 AD.

In response to these crises, the official authorities tried to formulate general security policies to confront them, and worked at the same time to involve several informal actors, including citizens in different forms, in contributing to the making of security policy.

This was demonstrated on several different occasionsAccordingly, this article seeks to highlight the position and role of the citizen as an informal actor in public security policy-making in Algeria by analyzing and discussing this role with specific models, for example in the policy of combating terrorism and in the policy of civil harmony and national reconciliation.

The study concluded that the role The citizen is still limited, weak, and ineffective in the making of public security policies in Algeria, and his role is mainly limited to his participation in the implementation and recommendation of the security policies pursued.
