Abstract EN

The control of information and communication technologies has become the basic criterion by which the degree of progress of nations in the twenty-first century is measured, as the possession and control of technology is a strong factor that can impose a change in the patterns ofwork and management.

Electronic management as a new administrative initiative for the Algerian institution has seen several obstacles which prevented its application.

Amongst these obstacles is the conflict in the working milieu, or what is known as the organizational conflict, which is the core issue of this research.

The present research identifies the nature of the obstacles which prevented the embodiment of electronic management in the Algerian institution.
