One of the most prominent planning problems that most cities in the developing world suffer from is the loss of control over the growth poles and development centers, which makes them centers of control and dominance over the rest of the cities of the urban system.

This matter helped in the emergence of the phenomenon of centers that enjoy services and job opportunities, and the parties that remained backward and deprived of the simplest means of decent living and job opportunities and urban services necessary for living, and became repelling the population and discouraging housing.

Therefore, I found a set of planning policies at their urban and regional levels that took upon themselves the development and treatment of these cities according to their urban reality and existing urban structure.

These policies consider that the development of the local communities residing in these cities and their extension with the necessary services and infrastructure will work to revive them and reverse the process of migration towards them in a way that ensures the re-concentration of population with provisions that allow the generation of spatial savings that support the development process and its continuity for these cities, provided that these policies ensure the preservation of the government Optimal cities and not excessive urban development process.
