The research focuses on analyzing the financial indicators of the development of government health spending in Iraq in the years of study, and comparing them with international indicators and rates approved by the World Health Organization and the World Bank, and with indicators for selected countries in the absence of international standards approved for this purpose.

It aims to analyze the components of government spending on the health sector, both operational and investment, and to analyze government spending on the inputs of the productive process in the health sector.

The study, in turn, is a major element and a common factor in achieving human development and sustainable development.

Therefore, health services must be developed through raising the level of efficiency in using the general budget allocations.
