Where Iraq has recently witnessed a lot of criminal phenomena that aim to achieve goals outside the law, and the reason for this phenomenon is due to the circumstances that our country Iraq and other countries have experienced, as well as the weakness and fragmentation of the state's control and the crushing of society under the wheel of wars, in addition to the instability of the economic situation and the spread of Unemployment and the exacerbation of corruption and ignorance, which led to the creation of a legal problem in punitive legislation that did not single out legal texts for the crime of abuse of power, combating its perpetrators and limiting its spread.
