Abstract EN

This study aims at clearing the legal meanings of competence and their relations with the public system and the administrative reliability.

Accordingly the study improved a conception for the answers of the following questions: 1.

what is the legal components of the term "competence"? 2.

what is the correlation between competence and legal system? 3.

What is the correlation between competence and administrative reliability? The study consists of three chapters the first deals with the legal meanings of competence.

The second chapter discusses the rela-tionship between competence and the public system.

The third chapter discusses the correlation between competence and the administrative reliability.

The study has been built on the analytical descriptive methodo-logy since it is the more appropriate methodology in the studies of law.

The study ended up with the more suitable results for the above mentioned questions.

For instance the logical meanings of competence have been implied in the term as used in the law.

Moreover the rela- tionship between the term and the sense of public system and the adequate application of the administrative responsibility.
