Abstract EN

This research deals with the subject of the secret informant system from an applied perspective.

There is no doubt that the efforts of the security services in the field of crime control are implicit efforts that need many sources of information, which is the main way to reveal the dimensions of the crime and determine its parties, its time and place and the methods used in it.

The UAE legislator has authorized the judicial officer to carry out all preliminary investigations of crimes, as it aims to collect information, evidence in preparation for referral to the judiciary.

Despite the importance of the work of secret informants, the UAE law did not explicitly provide for the use of the secret informant system.

The UAE judiciary did not mind this and the legal texts came indirectly through implicit reference to it.

Article (30) of the UAE Code of Criminal Procedure enumerates inference procedures, for example, but not exclusively, refers to the most important and most common means of information.

Therefore, there is no restriction on the judicial control officer to seek the help of informants.

There is a need to define the concept of the secret informant system and the legitimacy of its use in the UAE law, the types of secret informants and their attributes, as well as the legal controls needed to deal with these informaants and their appreciation.

We concluded the research with a presentation of the most important findings and recommendations.
