Abstract EN

The problem of the state budget deficit is one of the most important contemporary problems, and this research aimed to study the problem of the deficit in the public budget, which is caused by the failure of public revenues to cover public expenditures.

and the ministry of foreign affairs in Iraq, and the research reached a number of conclusions, the most important of which is after the year (2003) the size of the general budget increased, compared to a weakness in government investment spending and the state’s dependence on the oil sector mainly, and that this rise affected the possibility of stimulating the private sector in the country.

the study recommended that (current) operating expenses should be compressed to the lowest possible level as a result of the budget deficit, which increased in proportion during the period (2013-2016), due to this increase in public expenditures on the one hand and a decrease in oil prices on the other hand.
