Abstract EN

The financial policy occupies a significant position within the total economic macro-economies because it represents a major instrument which can be used by governments in guiding the course of the economic activity and for achieving their drawn economic plans due to its revenues and expenses that can be conditioned to have their impact on the various economic and social aspects of communities.

The present research aims to shed light upon the most significant developments in Iraq and to assess their capability and effectiveness in creating appropriate investment environment.

The researcher reached a numbe, the study concludes that the financial policy is poorly functioning in preparing the required investment attractin environment along the period of the present study due to the reliance of the financial policy, through its main tool (the balance ), on one dynamic stabilizer a matter which made it subject to external shocks let alone the small other financial resources and and failure to develop them.

Besides, the economic and security conditions the country underwent which had their negative effect on the sources of the general revenues and decreasing them and increasing the military and operational expenditures as well as the small investment allotments have led to the failure in creating the required attracting investment environment.

Moreover, lack of political will and financial and administrative corruption are important factors causing limited success in the financial policy and hindering it to play its role in creating a successful investment environment.

The research recommends that the Iraqi economy has to make use of the experiments of the selected Arab in the field of their financial policies and paying attention to rehaul the structure of the general balance for it must rely on a multiple dynamic stabilizer.

Besides, it is necessary to orient the financial policy towards motivating the investment environment through utilizing its motivational tools along with maintaining the clear priorities and the goals of the financial policy and paying more attention to the private sector through granting it more privelages and developing it through enacting laws and offering encouraging financial incentives.

Likewise, the tax system must be reformed and expanded, tax evasion fought and an end should be put to tax excempts for non developmental projects.

All the above mentioned along with combatting the widespread administrative and financial corruption can contribute to creating an investment environment that would encourage and motivate the economic growth in the country
