The article provides an overall review of the concept of soft law, exploring its main characteristics, and pointing out as well its emergence and development, and explaining its status, impact, importance, and challenges and actual legal implications.

Furthermore, this paper focuses on the role of soft law rules in preserving the global environment.

State's activities in the field of international environmental law are a clear example of the rules of soft law, including practices, declarations and conferences, such as: the Stockholm Declaration of 1972, the Rio declaration on environment and development of 1992, and resolutions as well as recommendations issued by international organizations, such as the guidelines issued by the 1987 United Nations Environment Program.

Therefore, the international environmental law rules must be analyzed and investigated, and should not remain static, but rather should be developed so they can be activated, in preparation for the international use of this type of rules, in order to invest in the scope of flexibility provided by these rules, especially resulting from conferences and advertisements, as these rules may constitute the natural beginning for the conclusion of international agreements, or the first step in concluding them, and therefore it can be said that soft law rules play a major role in achieving the consistent goals related to the implementation of international environmental
