The purpose of the study is to identify the policy-making process in Algeria as an effective, structured and disciplined body of decisions and to address a problem many official actors are involved, starting with the parliament/representative, legislative and regulatory institution, which is empowered to draft legislation and formulate policies It tries to emphasize the existence of a relational institutional system, one of which highlights the executive branch to assess the extent to which the executive branch is crowding out, which will necessarily affect the margins of the legislative establishment's intervention in the policy-making processThe study found that there was a dominance of policy-making by the executive in exchange for a declining margin for parliamentary intervention this necessarily requires that the role of parliament in the policy-making process be activated and that the mere fact of constitutional recognition be moved beyond actual practice
