يرصد صاحب هذه الورقة البحثية بالدراسة و التحليل واقع العملية التعليمية-التعلمية من زاوية المعاول الكفيلة بتهيئة الظرف المناسب و توفير المناخ الأنسب لإتاحة فرص الابداع و الابتكار و التميز لدى التلميذ في أطواره التعلمية بالمؤسسات التربوية الجزائرية.
و ذلك من خلال تسليط الضوء بشكل مركز حول المؤهلات الطبيعية التي يحوزها المتعلم و سبل تطويرها و تنميتها في الفضاء التعلمي، و طبيعة المقومات الكفيلة بقيادة التلميذ إلى صناعة ذاته التفكيرية و فرض وجوده الابتكاري على الساحة التعلمية.
أما في مقابل ذلك، فتزيل هذه الورقة البحثية بعض الحجب عن طبيعة المؤهلات التي تنطق بكفاءة الأستاذ في الادارة المثلى لموارد الكفاءة المبسوطة أمامه، و مجهوده كوسيط لملامسة الغايات التعلمية على متن آلية المقاربة بالكفاءات لاستثمار قدرات التلميذ و تخصيب أرضية التفكير الابتكاري أمامه.
Abstract EN
This paper aims to investigate, analyze and describe the educational learning process from the perspective of the picks that can create a more conducive climate for the student's innovation, creativity and excellence in all cycles of education in the Algerian learning institutions.
This is to be done by shedding light on the natural qualifications of the student and ways of promoting and developing them within the learning environment, and the nature of the features that would lead the student to construct his own thoughts and to make his creativity presence felt on the educational scene ("stage" can also be used here).

Cette recherche étudie la réalité du processus d’enseignement d'un point de vue des mécanismes permettant d'élaborer des situations adéquates qui aident les apprenants à créer et à innover dans tous les cycles d'apprentissage en se focalisant sur leurs compétences.
Cette recherche s’intéresse aussi au savoir faire de l'enseignant qui développe les capacités de son apprenant, ainsi qu’à son rôle d’intermédiaire proche des objectifs d'apprentissage grâce à l'approche par compétence.
