Bureaucracy is a phenomenon known to ancient civilizations in its simple form, but the pioneering contributions of Max Weber, which led to the formulation of the ideal model of bureaucracy as a rational method of management, culminated in giving it the scientific significance and sociological dimension, so its scope expanded and appeared in all fields, but soon scientific theoretical and emphatic discussions about it took place.

Which led to the accumulation of several different connotations around it, which raised a very important issue for discussion again aimed at monitoring the reality of the dimensions of the bureaucratic phenomenon in the sociology of modern organizations, and within this context, the attempt to understand the problem of the relationship between the features of the Algerian economic institution and the rational characteristics of the bureaucracy led to the relevance of Charles Bedou's statement ": The defect is not in the bureaucracy, but in the inability to implement it".
