System of administrative districts was created in some of South provinces in 2015.

then, the area of its applicability was enlarged to other big provinces and to other new towns in 2018 and to the highlands in 2019.

through this article, we have reached to several conclusions ; the most important one is that the administrative districts are headed by a delegate wali, who carries out his missions under the authority of the wali.

it has come at a stage where the state is complaining about financial crisis, not to mention that the presidential decrees related to them in 2018, 2019 did not bring, generally, anything new compared to the previous presidential decree no.
