19) في العالم فالمؤسسات نظام مفتوح تتفاعل مع البيئة الخارجية تفاعلا تبادليا و مع الانتشار الخطير لفيروس كورونا في العالم اتخذت المؤسسات مجموعة من الإجراءات الاحترازية لمواجهة تداعيات انتشار الفيروس في أوساط العاملين و يعد أبرزها الإبقاء على عدد قليل من العمال الممكنين من ذوي المهارات القادرين على حل المشكلات التي يفرضها الوضع القائم و بالتالي الحفاظ على استقرار المؤسسات و استمرارها في السوق

This paper aims to emphasize the effectiveness of empowering workers' strategy under COVID.
19 global spread.
Closely, Institutions are an open system that interacts mutually with the external environment, and with the dangerous spread of the Coronavirus in the world.
Institutions have taken a set of precautionary measures to face the repercussions of the virus spreading among workers, the most prominent of which is keeping a small number of empowered workers with skills who are able to solve the problems posed by the current situation; Thus preserving the stability and continuity of institutions in the market.
