Abstract EN

From the beginning of his existence on earth, the human being tries to exploit its natural resources in order to improve his living standards and to build his civilization, however, the pace of exploitation of these resources is growing staggeringly until it reached a peak, so that it disturbed its natural balance, and prompted the development activities to contribute on harming to the natural environment and to concern about the life on earth, which lead to create the administrative control as a means to realize the balance between the necessity of environment activities and preservation of ecosystems.

The target of this study is to highlight the natural impacts between the environment and the development, and to reflect the control tools that ensure the balance between them, it aims also at evaluating the efficiency of these tools in achieving its objectives
