Today, countries have reached a firm conviction calling them to pay attention to the cultural and awareness aspect in general, as well as to the legal cultural aspect in particular, as it has become a means capable of applying legal rules in various fields and at all times, especially exceptional ones, and perhaps the spread of the Corona epidemic (Covid 19).

It was among the topics that made countries rethink the feasibility of applying their legal rules and ways to achieve that away from the usual and usual way, unless the citizen possesses a strong culture and great awareness that enables him to accept any measures or measures whatever they may be once he is convinced of them and believes in them.

That it achieves the public interest even if it collides with his freedoms and rights, and this is achieved far from the application of any legal measure through force and redress.
