This article came to shed light on the characteristics of language levels of one of special needs category, which is hearing impairment, and it is considered one of the most common sensory disabilities in society that affected by this injury, As it is directly reflected in the oral language, the most used means of communication between humans, We have dealt with language characteristics levels, including the phonemic, semantic and syntaxis level, As for the pragmatic level, studies in this field are almost non existent - within the limits of the researcher' s knowledge – and researchers in this field agree that the most affected level by the hearing impairment is the syntaxis level
