Abstract EN

The aim of this paper is to highlight a mechanism that the state can take advantage of to revive the financing movement of its financial market, by offering financial values to cover its budget deficit.

based on a deep survey of the most important literature that dealt with the topic and an analytical study of the reality of African oil economies, the results of this paper confirmed that the failure of this financing mechanism is due to the reluctance of most of these economies to resort to it.

it thus misses a special opportunity to drive the movement of its financial markets on the one hand and benefit from the positives envisaged in the activation of the delayed development project on the other.

this perpetuates the negative situation of the budget deficit by poor choice of its financing method
