, ensuring the existence of sound development plans that are based on serious scientific studies that guarantee well-being, at the same time preserving the environmental components and the future of the next generations.

This can only be achieved through the introduction of serious scientific research in the design of development plans, which suffers from a kind of deficiency in the Arab countries, due to many obstacles.

The study yielded a number of results.

The reason for the fragility of development plans in Arab countries is their weak reliance on scientific research, as there is a quasi-disconnect between decision makers and universities and research centers, in addition to the weakness in funding and the fragility of scientific infrastructure, which affected the development process and lost its effectiveness.
