This study attempts to research the concept of hate speech based on an examination of its motives through multiple explanatory approaches that have added a problematic character to its concept due to its complex associations with different expressions related to religion, race, ethnicity, minority and gender; This reflected negatively on the researcher's inability to characterize and classify any expression or practice as representing hate speech or not.

In the context of practical employment, hate speech as a concept has become "open" to political, media and legal manipulation to the point of committing violence and practicing intolerance, especially since hate speech has narrow boundaries with the right to freedom of expression.

Strategies to address hate speech require a rigorous critical and environmental analysis of the concept to produce distinct concepts about it in order to highlight its truth to decision-makers in countries and international organizations.
