The United Nations has endeavored to include international terrorism crimes within the substantive jurisdiction of the International Criminal Court, but there remains a problematic situation in which the work and effectiveness of the ICC depend on defining a comprehensive concept of aggression, especially as the agreed concept limits aggression to unjustified acts committed by a sovereign State against another independent state.

This is a narrow concept because it restricts acts of aggression to sovereign states and does not include acts of aggression by terrorist organizations that do not rise to the ranks of states.

We believe that some major powers, especially the United States of America, have impeded the inclusion of acts of international terrorism within the substantive jurisdiction of the International Criminal Court, through their intransigence in arriving at a comprehensive formula of aggression, including the crimes of international terrorism.

The international crimes of terrorism are not linked to a definition of terrorism as part of the crimes of aggression, because the crime of international terrorism is already within the substantive jurisdiction of the Court, and because international terrorism is an extermination of the human race that is considered as a crime against humanity, International Criminal Court.

Thus, the intransigence of the superpowers, especially the United States of America, is in fact an attempt to conceal and escape responsibility for the dissemination and strengthening of terrorist groups and entities in the world.

Therefore, the world is strongly required to adopt a new vision on restructuring and organizing international organizations in a way that overrides the interests of the human community, and to strike hard at the hands of those who try to tamper with human abilities.
