المتفق عليه أن الميزانية العامة تعد أداة رئيسية للتنمية الاقتصادية و الاجتماعية و أهم من ذلك التنمية السياسية فإذا ما تم احسان اعدادها ووضع السبل الكفيلة بتحقيق اكبر قدر من الأرباح و الايرادات لخزينة الدولة فان ذلك سيسهم برقي الدولة و المجتمع في الوقت نفسه لكن الأهم من ذلك هو مرحلة تنفيذها، و يقصد بهذه الأخيرة وضع بنودها المختلفة موضع التنفيذ.
و تختص بها السلطة التنفيذية، و تمثل انتقال الميزانية العامة من مجال التقدير والتوقيع للسنة المقبلة إلى حيز التطبيقي، فتتولى الحكومة تحصيل و جباية الإيرادات الواردة المقدرة في الميزانية، كما تتولى الإنفاق على الأوجه المدرجة في الميزانية
Abstract EN
It is agreed that the general budget is a major tool for economic and social development, and most importantly political development.
The latter is intended to put its various provisions into practice.
It is the responsibility of the executive authority, and it represents the transition of the general budget from the field of assessment and signature for the next year to the field of implementation.
The government collects and collects the incoming revenues estimated in the budget, as well as spends on the aspects included in the budget.
