To advance the economic development of any country, it is necessary to adopt a policy of legal and economic support to encourage the creation of start-up institutions.

Many countries have proven the effectiveness of this policy, which puts in place innovative mechanisms that help activate and revitalize new ideas carried by young people and eliminate unemployment and stagnation.

It provides him with business incubators to host these emerging institutions and provides them with technical, technical and training assistance and provides them with successful experiences, not to mention the economic support that these institutions enjoy.

As a result, the Algerian legislator's tendency to adopt the idea of laying a legal and economic foundation to support emerging enterprises by financing them, accompanying them in the management and controlling them in production, has taken a path to achieve qualitative economic and social development that contributes to building the future of the country.
