Abstract AR
تسعى الدراسة إلى الوصف و التحليل للبرامج و الخطط و المشروعات التى أعدتها أبرز مؤسسات المعلومات المصرية من أجل المستقبل و التعرف على مدى مطابقتها للشروط الواجب توافرها بغرض تقديم بعض المقترحات اللازمة للتطوير.
وقد تم اختيار بعض المؤسسات لهذا الغرض منها: قسم المكتبات والوثائق و المعلومات بجامعة القاهرة، مركز بحوث نظم و خدمات المعلومات، الجمعية المصرية للمكتبات و المعلومات و الأرشيف، دار الكتب المصرية، المكتبة المركزية لجامعة مصر للعلوم و التكنولوجيا، منظومة مكتبات مصر العامة، البوابة العربية للمكتبات و المعلومات.
و استخدم المنهج الوصفي التحليلى و منهج تحليل المحتوى مع الاعتماد على عدة أدوات ووسائل لجمع البيانات و المعلومات اللازمة منها، المقابلات مع المسؤولين عن المؤسسات، تحليل محتوى "البرامج و الخطط و المشروعات" المكتوبة، فضلا عن فحص الإنتاج الفكرى عن الموضوع.
و من أبرز نتائج الدراسة أن قسم المكتبات والوثائق و المعلومات بجامعة القاهرة قد قدم عدة برامج دراسية جديدة و منها مقررات عن الاتجاهات المستقبلية للوثائق و المكتبات و المعلومات، كما قدم خطة بحثية جديدة ضمن الخطة البحثية لكلية الآداب التى ينتمى إليها، و لا توجد خطة استراتيجية مستقبلية للجمعية المصرية للمكتبات و المعلومات و الأرشيف رغم أنها أقدم الجمعيات العربية في المكتبات و المعلومات.
وقد تبين أن الخطط الاستراتيجية للمكتبات محدودة للغاية وهى مع هذا تتسم بالعمومية و عدم المنهجية في الإعداد، فضلا عن عدم دقة التنفيذ و المراجعة لها من حين لآخر.
و رغم توفر مشروعات مستقبلية قليلة إلا أنها لم تنجح بسبب عدم اعتمادها على دعم معنوى و مادى من قبل هيئات لها و زنها.
و يتطلب الأمر ضرورة الاهتمام بأن تضع مؤسسات المعلومات خططا استراتيجية مستقبلية مبنية على أسس منهجية وأن تحرص على تنفيذها بكفاءة مع مراجعتها من حين لآخر إذا احتاج الأمر.
Abstract EN
This study seeks to describe and analyze the programs, plans and projects prepared by the most prominent Egyptian information institutions for the future and to identify the extent to which they comply with the conditions to be met.
The study used the descriptive analytical approach and the content analysis approach, with reliance on several tools and means, including interviews with officials in charge of institutions, analysis of the content of written "programs, plans and projects", as well as an examination of the literature on the subject.
Among the most prominent results of the study is that the Department of Libraries, Archives and Information at Cairo University has presented several new study programs, including courses on future trends and also presented a new research plan, and there is no future strategic plan for the Egyptian Association for Libraries, Information and Archives.
Also it has been found that the strategic plans of the libraries are very limited, yet they are general and unsystematic in preparation, as well as inaccurate implementation and review from time to time.
Despite the availability of a few future projects, they did not succeed because they did not depend on support from important organizations.
There is a need to pay attention to the information institutions to develop future strategic plans based on methodological foundations and to ensure that they are implemented efficiently while reviewing them from time to time if necessary.
