KHALID MUSTAFA ALQAED GHADA JANMAL BEN The research aimed at identifying the obstacles that applying electronic management encounters (organization – technological- human – financial obstacles) in Faculty of Education, Misurata university, from viewpoint of scientific Departments' Heads.

the researcher made use of the analytical descriptive method by gathering information and data from the population of the research to arrive to the results.

The total research population comprises (18) heads of scientific departments in Faculty of Education, Misurata University.

In order to achieve the objectives of the research, the researcher designed a questionnaire relying on the relevant literature and previous studies.

The validity of the questionnaire has been proved by being presented to a set of arbiters.

The reliability coefficient extracted using alpha cronback, which amounted to (0.846).

the questionnaire applied on the heads of scientific departments in Faculty of Education, Misurata University, reaching to the following results: The organizational obstacles represent (%1.47).

● The technological obstacles represent (%1.27).

● The human obstacles represent (%1.62).

● The financial obstacles represent (%1.25).
