تطرق هذا البحث إلى مفهوم مرحلة الطفولة وأهم المشاكل التي تواجهها داخل المجتمع، ومدى أهمية توظيف الدعم الذي تقدمه المؤسسات الحكومية وغير الحكومية لرعاية الأطفال بأصنافهم كلهم، وإيمانا منا أهمية مؤسسات الطفولة ومنظماتها في ضمان جودة حياة الطفل وتحقيق معايير نموه تأتي أهمية هذا البحث لعرض أهداف ومميزات الخدمات والدعم الذي تقدمه المنظمات الحكومية والغير حكومية من جهود في تشريعات الطفولة وحمايتها، وفي إنقاد حقوق الطفل ورعايته وتعليمه، سواء للأطفال الاعتياديين أو للأطفال ذوي الاحتياجات الخاصة، جاء هذا البحث أيضا متماشيا مع المخاوف العالمية المتزايدة بشأن الطفولة وضمان جودة الطفل، أيضا تطرق هذا البحث إلى مفهوم الخدمة الاجتماعية وأهم أهدافها وبيان مفهوم السياسة الاجتماعية ومراحل تطورها لرعاية الطفولة، وأهمية دور المؤسسات المعنية للاهتمام بهذه الشريحة المهمة في المجتمع.
ومن هذا المنطلق فقد تناول هذا البحث العناصر المنهجية لمشكلة البحث في المبحث الأول، فيما تناول المبحث الثاني المصطلحات والمفاهيم والعلمية، وتناول المبحث الثالث أهم مراحل تطور السياسة الاجتماعية لرعاية الأطفال، وقد استعان الباحث في المنهج الوصفي لملامسة مشكلة البحث والتوصل إلى النتائج المرجوة وقد تبين من خلال البحث مدى ضرورة تفعيل دور الخدمة الاجتماعية، والأخصائي الاجتماعي في مؤسسات الدولة وانعكاسه بصورة إيجابية على الأطفال داخل المجتمع.
Abstract EN
This study deals with the concept of childhood and the most important problems that face in the society, and the extent of the importance of employing the support provided by governmental and nongovernmental institutions to care all the types of children, and our belief in the importance of childhood institutions and organizations in ensuring the quality of a child’s life and achieving standards of growth.
the services and support provided by governmental and nongovernmental organizations include efforts in childhood legislation and protection as well as saving children’s rights, care and education, whether for ordinary children or for children with special needs.
the present study focuses on the growing global concerns about childhood and ensuring the quality of the child.
on the concept of social service and its most important objectives, a statement of the concept of social policy and its stages of development for child care, and the importance of the role of the institutions concerned with taking care of this important segment of society.
