Community service as a form of punishment has appeared as an alternative to short- term freedom-restricting penalties, which is the most important alternative to short-term freedom-restricting penalties.

It has been adopted by the majority of comparative penal legislation because it achieves all the objectives and characteristics of freedom-restricting penalties, which enables it to be at the forefront of alternative sanctions aimed at reforming and rehabilitating the convicts.

This system plays an important role in solving the prison crisis, eliminating the phenomenon of punitive inflation and addressing the reaction of the society towards the short-term freedom-restricting penalties and the resulting disadvantages resulting from their application against the sentenced people, society and the state.

However, short-term freedom-restricting penalties are still the most applied globally and locally.

Although community service as a form of punishment has been approved locally for more than a year, the Jordanian courts have only issued one judicial decision to be applied.

Most countries have sought to develop their penal systems to restrict the application of short- term freedom-restricting penalties by applying alternatives to short-term freedom- restricting penalties.

The most important of these alternatives is the community service as a form of punishment.

This system has spread because of its importance and because it seeks to rehabilitate the convicts and turn them from consumers to producers, so that the main objective of penal sanctions is rehabilitation and rehabilitation only.
