Prison libraries constitute an important information facility in the field of care and social security which is considered as one of the modern tributaries in societies.

The concept of punishment and education in the legal system in countries has altered due to the changes and transformations occurring in societies.

The highest of these institutions have a significant role to play in making theses masses of people which have gone out of the instructions of society closer to the project of society and this is only through creating a new atmosphere so that they are fitting to perform their role in society and to manage these institutions to enhance the role of reading and culture through communication partnership with libraries.

Since these cultural spaces modestly exist, which are considered merely personal efforts, it is difficult to determine and measure if they have a positive impact on societies.

For these units to play their role to the fullest extent, they must be under a set of conditions and standards to unify and facilitate the work and organization procedures, and then we may judge these spaces only through theoretical fields in Algeria because of the lack of openness to this type of centres or the absence of a strategic approach towards improving the quality of the inmates and their reintegration into society for several factors and characteristics; one of the duties of the information specialist in the region is to move towards improving these spaces and centres by preparing a clear plan to improve the situation of reading and reading spaces as well as re-education and providing them with references and tools that should go hand in hand with the national legal system.
