The issue of the irresponsible transfer of conventional weapons to conflict areas has been included among the concerns of the international community as it threatens national security and negatively affects the humanitarian side, and it expresses the states disavowal of the obligations to improve the rights of civilians during armed conflicts.

this study aims to define the criteria necessary to assess the risks of violations, to identify ways to control stockpiles of weapons through the establishment of a system of national control, and to enhance physical security and effective stockpile management.

one of the conclusions is the necessity to prepare cooperation arrangements to avoid irresponsible arms transfers, including through enhanced border controls based on the principle of shared responsibility between the country of supply, transit and reception, and to assist countries in managing inventory through technical support and advisory services to the UN.
