Management emerged in the economic institutions as unique phenomena at the beginning of the twentieth century, which had a prominent impact on different areas of life, which is the result of many organizations today in terms of management process that came with the industrial revolution, it had positive effects in all other institutions, especially administrative in various Management and organizational areas, and since this experience was successful on administrative organization, many administrators and theorists in the world were passionate about it, especially in service organizations that were in need of a new type of actual mortgage to develop their general gains, especially with the factor of weakness in the developing world.

The field of library and information is based on philosophical approach among other disciplines in the human sciences, and it is different from all its branches since it is linked to all disciplines and this is a positive and philosophical factor at the same time, It is difficult to know its trends without knowing the truth of this Anglo-Saxon science which is a window on the rest of the other disciplines, through this investigation we shed light upon this discipline in the department of library and information science in Algeria and the department of Oran in particular, which introduced this term to the dictionary, however desired goals requires both the theoretical and scientific aspects.

The message of modern information systems aims at combining technical and management reality with modern technology applications that are intended to be accessed through this single approach, and that is only through an administrative or managerial pattern of managing information systems and libraries.
