تقييم تطور السياسة المالية و أثرها على الدخل القومي في العراق للفترة (2004-2019)‎

Abstract EN

Through this study, we sought to identify the development of fiscal policy instruments (public spending and public revenues) and their branches during the time period (2004-2020), to learn about the evolution of the state budget for the same period, to identify years of deficit and surplus, and to analyze the record impact of fiscal policy instruments on Iraqi national income for the period of time (2004-2019).

The time periods were chosen despite their limitations because post (2004) Iraqi economy differed from the years preceding it, and there were changes and economic openness and different policies before (2004), so the researcher considered it a new era in the Iraqi economy and highlighted it.

The research problem is about that the irrational fiscal policy of the state that depends on a single product, crude oil, despite high and meaningful oil revenues, but oil prices fluctuate according to the political and economic conditions of the world, making the Iraqi economy unstable and its relatively full association with oil prices, which in turn affects the economic development of the country.

It also affects long term plans and strategies by making the forecasting process difficult and inaccurate, making plans and strategies inaccurate and not ensuring that they are implemented at a good completion rate.

The world's future trend in relying on energy that preserves the environment from pollution, such as solar, water and air, will reduce oil demand, adversely affecting the Iraqi economy
