Professional ethics is considered a set of special duties and obligations that arise in a practice, and professional ethics control most of the professions practiced by humans, such as medicine and education, up to the media profession.

This profession is considered the fourth authority in the state because of its impact on the people and on government policy.

Because of the importance of this role played by the media function, the state had to regulate its ethics through its own laws.
