The transformation of the traditional public administration system into an electronic formula necessarily requires the enactment of new legal rules that include new concepts that fit the requirements of the digital environment, for terms such as: Public Administration, Public Utility, Public Service, Administrative Work, Administrative Officer, Decisions and Management Contracts.

In order to enable citizens to have a quick, efficient, and easy, and inexpensive, time bound access to the information, documents and administrative services they need.

This will provide much greater transparency and quality to government institutions, as well as, enhance the citizen's relationship with the administration.

These are the goals that Algeria is pursuing by Digitizing its Public Facilities.
