The regional groups aim to meet the needs of citizens as the local body closest to theme, and seek to achieve local development at the level of the region, in this context, the Ministry of Interior and local Authorities, in cooperation with the United Nations development program and the European Union, launched the Capdel project with the aim of activating local development from a participatory perspective.

It is a program that supports the capabilities of local actors from citizens, civil society and the private sector and encourages their participation in development projects, this program was implemented as an initial stage at the level of 10 model municipalities, and after its success, and it will be generalized to other municipalities.
