This research approached the Corona pandemic with the principles of administrative law which impose the guarantee of rules of principle, as it raises the principle of the continuity of a public service in order to realize its essence directly because it is the basis for adopting the économic balance requirement of the public contract, it is also a real reason to guarantee the minimum level of public service, in addition, the pandemic has led to an expansion of the powers of the administrative police authorities, in particular the president of the republic and the prime minister and the wali, and this in a framework that somewhat preserves the rights and freedoms of people, and judiciary with its authority, it remains a tool of control in this regard.
