The good management of local communities for their local affairs requires that they have real independence.

However, this can only be reached through the control exercised by the central authority in various forms in order to strengthen the rule of law, and to ensure cohesion between it and the local authorities.

Regarding the municipal law 11/10 and the wilaya law 12/07, we can see that the Algerian legislator subjects local communities to strict administrative control, whether over the council as a body, over its members or over its affairs, which has enabled the central authority to extend its domination over elected local bodies and their participation in decision-making.
