Cognitive-behavioraltherapy is one of the most successful modern psychologicaltreatments that aim to develop the patient's coping abilities to achieve positive adjustment with him self and others by rehabilitating cognitive thinking and relying on cognitive, emotional, and behavioral techniques, which can beused with many problems and psychological disorders in various sectors, including the criminal justice sector, that deal with the category of prisoners in penal and correctional institutions for adults and juveniles.

Through this scientific paper, the researcher seeks to reveal the nature of cognitive-behavioral treatment programs in the criminal justice sector, and the extent to which these treatment programs are effective for criminals and offenders in helping them to realize the stress resulting from changing their environment and their exposure to difficulties and problems during entering to penal institution and after leavingit, And to protect them from the psychological and behavioural disorders that result from these problems, which cause negative reactions that often contribute to a return to delinquency and thus return to prison.

The researcher also seeks to address the most important basic components of the mental and psychological health program that must beavailable in penal institutions.
