For the crime, the offender exploits her weakness and her inability to defend herself.

What happened to her was predestined, whether since their birth or after that, with a disability that reduced their ability to perform their social roles to the fullest extent like ordinary people, which makes them an easy target for criminals.

It was necessary for the legislator to tighten the penalty in crimes in which the victim is a person with special needs as an aggravating circumstance, which we will explain with explanation and analysis through the provisions of the Penal Code and special laws and the extent of their effectiveness in protecting this vulnerable group of society from abuse.
