Most of the middle east countries have been interested in developing and building their soft power tools , and have come to view them as appositive advantage if they are properly used , especially in the field of developing its foreign , as well as their importance in giving the state a geopolitical weight that gives it the ability to obtain the desired results and achieve interests in international circles .

it is important to measure the tools of soft power to know the level achieved by the state in its development , which reflects the nature of its strategies taken for the optimal investment of its geographical components to develop these tools and the extent of the capabilities available to it through which it can produce advanced tools of soft power , which in turn is reflected in its endeavors to achieve its goals and interests as well as it reflects the ability of researchers in the field of geopolitics and geopolitics to measure the achieved levels of the state's soft power tools and compare them with its neighboring countries.
